The Nigeria customs service held it 2024 conference in Abuja with the theme "Nigeria and New Partners with Purpose marking one year ago, at the Lagos Continental Hotel, the Nigeria Customs Service (NCS) committed to transforming its operations and partnerships through the landmark Continental Declaration of 2023.
In a speech by the Comptroller General Bashir Adewale Adeniyi he said the initiative outlined ambitious goals to modernize customs processes, enhance transparency, and improve stakeholder engagement.
"Today, meeting at the Transcorp Hilton in Abuja, the NCS has proudly reported that these commitments have translated into significant achievements, exemplified by surpassing its 2024 revenue target of NGN 5.07 trillion ahead of schedule.
"NCS’s reforms have modernized customs operations by implementing a one-stop solution for cargo alerts, advancing ICT infrastructure, and expanding scanning capabilities.
He said, under the leadership of President Bola Ahmed Tinubu and Finance Minister Wale Edun, the agency introduced automation, streamlined examinations, and prioritized efficiency, creating a more business-friendly trading environment in line with Nigeria’s economic transformation goals.
The Custom Boss said, on November 12, 2024, NCS achieved a record-breaking milestone, collecting NGN 5.08 trillion in revenue with over a month left in the fiscal year.
"This success, projected to exceed the target by 10%, underscores the impact of collaboration with government leaders and the agency's partners, reinforcing the value of an inclusive approach to revenue collection and trade facilitation.
Furthermore, The NCS has gained national and international recognition, moving up 33 places in the Presidential Enabling Business Environment Council (PEBEC) rankings and positioning itself among the top five agencies in trade facilitation.
"NCS’s participation at the Biashara Afrika forum in Kigali showcased Nigeria's experience, leading to the nation’s first shipment under the African Continental Free Trade Area agreement, marking a significant step in regional trade integration.
"NCS’s modernization efforts continue to deliver immediate benefits for stakeholders. The newly launched Authorized Economic Operators (AEO) scheme now has six beneficiaries, an Advanced Ruling system has processed 31 requests, and the introduction of 24-hour cargo clearance at major ports has dramatically reduced processing time. Additionally, a recently completed Time Release Study now provides empirical data to further optimize customs efficiency.
In its enforcement role, NCS has also achieved a landmark with seizures valued at NGN 28.1 billion, targeting contraband and items that threaten public health, including wildlife products, arms, narcotics, and pharmaceuticals.
The Comptroller emphasis despite its successes, NCS faces challenges, particularly regarding widespread non-compliance among traders and significant leadership transitions.
"This year, 76% of its management team will retire, prompting the agency to implement an ambitious Human Resource Development Plan.
"The establishment of a Customs University and accelerated career progression initiatives aim to address leadership gaps and build a knowledge-driven service.
He said, looking into 2025, the NCS plans to reduce physical inspections through enhanced risk management, expand the AEO program, and strengthen regional integration.
"These initiatives aim to position NCS as a modern customs administration that balances trade facilitation, revenue collection, and security, with an emphasis on strategic partnerships.
"Reflecting on these achievements, the NCS leadership expressed gratitude to President Tinubu, key stakeholders, and dedicated customs officers. The agency will host an Awards Night to honor outstanding performance and dedication, celebrating the efforts driving Nigeria’s economic development and security.
"This period of transformation presents an opportunity to shape a sustainable future for the Nigeria Customs Service, one built on collaboration, efficiency, and a commitment to national prosperity.
